Si mal no recuerdo, en ocasiones esos problemas se presentaban con el uso del IE, pero es raro, no debería pedir nada en absoluto.

First of all, where youre trying to download that file youre asking for?! if you mean here at CSC, you don't need to register or give an identification for download, the downloads are open for all public in general.

Also If youre lurking at Simtropolis or SC4Devotion, its probably that ask you to register at the site for download, if youre registered in SC4Devotion at the forums, you need to register at the exchange too... hope that helps
